The Council of Large Public Housing Authorities (CLPHA) released an interim “The 10-Year Roadmap for Public Housing Sustainability” report on October 23, 2025, Estimating the Cost to Preserve the Nation’s Public Housing, which estimates the capital needs of the nation’s public housing units to be $169.1 billion, or $188,090 per unit. According to the report, these costs are likely to increase as building systems continue to age, especially if renovations are not completed all at once.
The report highlights the recent expansion of the Low-Income Housing Tax Credit (LIHTC) as an essential tool to preserving the nation’s housing stock. The report states that the new LIHTC provisions are projected to fund 1.22 million additional affordable rental homes from 2026-2035.
